Gail Barker, PhD, MBA

Gail Barker is the Assistant Dean of Administrative and Financial Affairs for the University of Arizona, College of Medicine Phoenix Campus and the Associate Director of Finance for the Arizona Telemedicine Program.  In that role she has been instrumental in obtaining third party reimbursement for telemedicine services.  This includes the state Medicaid program, which started paying for telemedicine encounters in January 2001.  Gail also worked on developing the Arizona Telemedicine Program’s business model.  This membership program is based on an application service provider model and has helped facilitate customer requests for different levels and types of services as well as diversified the program’s funding portfolio.  As part of the services provided through the membership program, Gail’s staff has assisted state organizations with the filing process for Universal Service program funding; currently Arizona is second largest recipient of Universal Service funds in the country.

Gail has been a member of the ATA for a number of years and chaired the ATA Business and Finance SIG from 2004 to 2006.  She is also a Clinical Assistant Professor in the Department of Pathology and the College of Public Health where she teaches health care finance to medical students, residents and masters of public health students. Her publications are primarily in the area of telemedicine business.
